Child Safety

Last Updated: October 27, 2026

At ChatMate, we are deeply committed to safeguarding the safety, dignity, and rights of children on our platform. We strictly prohibit any form of abuse, exploitation, or inappropriate conduct involving minors (individuals under the age of 18) and adhere to all applicable laws and regulations regarding child protection. This Child Safety Policy, together with our Children's Privacy Policy, sets forth our guiding principles, expected behaviors, and enforcement measures to ensure a secure and supportive environment for children. Protecting the well-being of minors is at the core of our mission, and we take all necessary steps to prevent harm and uphold their privacy.

1. Scope of application

This policy applies to all users and content on the platform, including user-generated content, interactive behaviors, reporting mechanisms, and content review processes. We emphasize fostering a safe, respectful, and inclusive environment for all users, with enhanced safeguards for minors. This policy applies regardless of the country or region in which a user is located, regardless of the device or platform used to access ChatMate, and regardless of whether the content concerned was created on or off our platform before being shared on it. Where local law imposes stricter child-protection obligations, those obligations prevail.

2. Age Verification and Access Control

• You must be at least 18 years old to use ChatMate. There is no exception to this requirement, and no parental consent can override it.

• Any attempt to access the platform by falsifying your age in any way — including providing a false date of birth, using another person's identity, documents, or payment method, or altering device settings — is strictly prohibited and constitutes fraud.

• Any effort to bypass, defeat, or interfere with age verification will result in your account being immediately suspended or permanently removed, together with associated devices and identifiers.

• Adults who knowingly help, encourage, or enable a minor to register for or use ChatMate are equally in violation of this policy and will be permanently banned.

• Where we cannot reasonably confirm that a user meets the minimum age, we may require additional verification, restrict access to age-restricted features, or deny and terminate access. We are under no obligation to provide advance notice or an explanation where a child-safety risk is reasonably suspected.

3. Prohibited Content and Behaviors

ChatMate applies a zero-tolerance policy to everything in this section. It covers every user, every account, and every form of content on the platform — text, images, audio, video, live streams, avatars, stickers, prompts, and links — including content exchanged in private messages and content generated by the platform's AI features. It applies whether the content was created on ChatMate or elsewhere and then shared here, regardless of the country or region in which the user is located. The two most serious categories, CSAM and CSAE, are set out first and in their own terms, because each carries its own definition and each is prohibited absolutely.

3.1 Child Sexual Abuse Material (CSAM)

Definition. CSAM means any material that depicts the sexual abuse or sexual exploitation of a child, in any medium and any form: photographic, video, audio, textual, illustrated, animated, computer-generated, or AI-generated. It covers material depicting a real child, an identifiable child, and material that is wholly synthetic but depicts a child — the absence of an identifiable real victim does not make such material acceptable on ChatMate. "Child" means any person under the age of 18; where a person's age cannot be established, content that depicts, presents, or is reasonably read as depicting a minor is treated as involving a minor.

Prohibited. The following are prohibited without exception:

• Producing, generating, requesting, soliciting, accessing, storing, sharing, sending, receiving, uploading, linking to, or distributing CSAM.

• Generating CSAM with the platform's AI features, or attempting to do so through prompts, jailbreak instructions, role-play framing, image-editing requests, or any other means. A prompt written to produce such material is itself a violation, whether or not output is generated.

• Any sexualized depiction of a minor, real or synthetic — drawings, cartoons, manga or anime, avatars, stickers, animations, and "aged-up" or "minor-coded" representations.

• Describing, narrating, or role-playing the sexual abuse of a child in text, even where no image is involved.

• Directing other users to CSAM — through code words, emoji, abbreviations, deliberate misspellings, or referrals to external apps, groups, sites, or storage services.

3.2 Child Sexual Abuse and Exploitation (CSAE)

Definition. CSAE means the wider set of acts and conduct through which a child is sexually abused or exploited, whether or not material is produced. CSAM is the material product of CSAE; CSAE is the conduct that produces, distributes, or seeks it, and the conduct that exploits a child without producing material at all.

Prohibited. The following are prohibited without exception:

• Sexualization of minors — sexualized conversation, commentary, requests, or role-play directed at a minor, or at anyone who states, appears, or is reasonably believed to be a minor.

• Grooming — any pattern of behavior intended to build trust with a minor in order to facilitate sexual contact or exploitation, including excessive flattery, gift-giving, isolation from family or friends, requests for secrecy, testing of sexual boundaries, and pressure to move the conversation to a private or unmoderated channel.

• Sextortion and coercion — threatening, blackmailing, or manipulating a minor to obtain sexual images, money, or sexual acts, including threats to publish material already obtained.

• "Age-play", "lolita", "shota", or any role-play in which a participant presents themselves as, or is presented as, a minor in a sexual context.

• Trafficking, advertising, soliciting, or facilitating the sexual or commercial sexual exploitation of a minor.

• Recruiting, instructing, or encouraging a minor to produce sexual material or to engage in sexual acts.

3.3 Attempt, and the defenses that do not apply

An attempt is treated exactly as a completed act, and is handled identically. Claims that material is fictional, artistic, animated, AI-generated, "just a joke", "only a test of the filter", or that the user did not know the age of the person concerned are not accepted — particularly where the surrounding circumstances gave clear reason to know. "I did not know" is not a defense where a participant stated, appeared, or was reasonably believed to be a minor. Any attempt to circumvent our detection systems is itself a violation.

3.4 Harmful or Dangerous Acts Involving Minors

• Any threats, encouragement, or acts of physical violence against minors.

• Any form of psychological abuse, coercion, or manipulation of minors.

• Any depiction or encouragement of dangerous activities involving minors, including challenges, stunts, and dares.

• Any promotion or depiction of neglect or trafficking of minors.

• Encouraging or instructing a minor to self-harm, attempt suicide, develop an eating disorder, or use drugs, alcohol, or other controlled substances.

• Publishing, doxxing, or trading a minor's personal data — including address, school, phone number, or images — for any purpose.

• Recruiting or attempting to recruit a minor into criminal activity, extremism, or any form of exploitation.

3.5 Underage Appearance on the Platform

• Underage individuals appearing in live streams, videos, or any other type of content is strictly prohibited.

• Creating or managing accounts on behalf of minors is strictly prohibited.

• Attempting to falsify age to access the platform is strictly prohibited.

• Where an account, profile, or piece of content gives us reasonable grounds to believe a minor is involved, we will act on that belief. The absence of conclusive proof is not a reason to leave the account or content in place.

Violations of this section result in immediate, permanent account termination, permanent device-level bans, and the preservation and referral of all related evidence to the relevant law enforcement and child-protection authorities. Where doing so would risk harm to a minor or prejudice an investigation, we will act and report without prior notice to the user concerned. How reports are handled is set out in Sections 4 and 5; regional reporting hotlines are listed in Section 7.

4. Moderation and Content Control

We employ a combination of advanced automated detection tools and trained human moderators to monitor and review user-generated content, ensuring that harmful material is identified and removed promptly — typically within 24 hours of being reported, and immediately upon detection in cases involving apparent CSAM, where content is quarantined on sight and escalated for priority review. To further strengthen our safeguards, our safety systems and moderation protocols are regularly updated and improved to address emerging risks and threats, such as new grooming tactics and concealed CSAM. Every child-safety report is triaged ahead of all other report categories, and we log, track, and audit each one through to resolution.

5. Reporting and Enforcement

The app provides in-app features to report harmful behavior or content. We commit to prioritizing reports involving minors and reviewing them within 24 hours. Once verified, strict actions will be taken, including but not limited to:

• Immediate and permanent removal of violating content, without archival copy retained other than as evidence for the authorities.

• Immediate and permanent deletion of the violator's account. Such termination is final: there is no appeal, no restoration of purchased balances or virtual items, and no reinstatement of the associated identity.

• Permanent banning of related devices, IP ranges, phone numbers, email addresses, payment instruments, and linked accounts, to prevent re-registration.

• Preservation of the offending content, account identifiers, device identifiers, IP logs, and timestamps for at least one year, and disclosure of that evidence to law enforcement and child-protection hotlines.

• Reporting CSAE cases and relevant evidence to law enforcement and to the National Center for Missing & Exploited Children (NCMEC), without prior notice to the user where the law permits.

• Referral to civil and criminal proceedings. We reserve the right to take any and all legal action against violators, to seek damages and injunctive relief, and to cooperate fully with any prosecution.

We reserve the right to take legal action against violators. Users who submit knowingly false or malicious child-safety reports to harass others are also subject to enforcement action.

6. Cooperation with Authorities

We actively cooperate with:

• Law enforcement agencies, and we maintain a monitored point of contact for urgent child-safety requests, which we aim to answer within 24 hours

• Child protection organizations and reporting hotlines, including NCMEC and INHOPE member hotlines

• Regulatory authorities (where applicable), including online-safety regulators in the jurisdictions in which we operate

In cases involving suspected abuse or exploitation, we provide all necessary support and information in accordance with applicable legal requirements, including account data, device identifiers, IP logs, and preserved content. We will disclose such information to the authorities without prior notice to the user where the law permits us to do so, and we will not warn a suspected offender that an investigation has been opened.
